Inspector General Michael Horowitz, investigating the handling of Hillary Clinton's emails in the final weeks before the election, has found three weeks of inaction to be questionable behavior at the highest levels of the FBI, according to The Washington Post.
The emails were those on former congressman's Anthony Weiner's laptop and the inaction has led to Horowitz questioning "why FBI leadership seemed unwilling to move forward" for about three weeks, potentially having planned to hold off until after the election, sources told the Post.
Retiring FBI Deputy Director Andrew McCabe is a central figure in the IG's investigation of whom knew about the emails, exactly what they knew, and what led to the delay to act after learning of them, the Post reported.
Earlier Tuesday, NBC News reported FBI Director Christopher Wray messaged employees Monday night to inform them the exit of Andrew McCabe was directly tied to a forthcoming Inspector General's report on the Clinton email probe, NBC News reported Tuesday.

Wray's implication is the IG's report on how the FBI handled the investigation into Hillary Clinton's private email server is not going to look good for the embattled bureau, the report suggests.
Further, NBC is reporting McCabe made his decision to abruptly retire early after meeting with Wray about the contents of the IG report.
"It would be inappropriate for me to comment on specific aspects of the IG's review right now," Wray wrote in the memo to all FBI employees, NBC reports.
"But I can assure you that I remain staunchly committed to doing this job, in every respect, 'by the book.' I will not be swayed by political or other pressure in my decision making," Wray wrote.
Speculation has been rampant President Donald Trump exerted influence on Wray to oust McCabe after several instances of showing his displeasure for the former interim director, who bridged the gap between the fired James Comey and Wray.
However, that is not the case, NBC reported. White House press secretary Sarah Sanders said the same Monday.
"It is has been my privilege and honor to work with you all for the past 21 years," McCabe wrote in his own note to the FBI, according to NBC. "Please always remember that the key to those successes is an unflagging focus on integrity. You are the greatest workforce on earth because you speak up, you tell the truth and you do the right thing."
